DELAY IN REPORTING OVERSEAS AND MEXICO ARRIVALS DATA

MARCH THROUGH MAY 2010 DATA UNDER REVIEW

The U.S. Department of Commerce and Department of Homeland Security (DHS) are reviewing the March, April and May 2010 arrivals data due to what appears to be anomalies in the DHS I-94 land arrivals data. Specifically, this is related to Mexican citizen travel to the ‘U.S. interior’ (beyond the 25 mile border zone) and overseas travelers who arrive in the United States over land borders.

These data anomalies do not relate in any way to the recent conversion of the DHS I-94W’s from paper to electronic records for air and sea arrivals. These are now being captured as part of the ESTA (Electronic System for Travel Authorization) program for citizens from Visa-Waiver countries. This transition, which was completed in late June, has gone quite smoothly.

Citizens from overseas non-Visa Waiver countries are still required to complete the white DHS I-94 form, which continue to require manual data entry. Mexican citizen arrivals in the U.S. are accounted for by the DHS I-94 (for travel to the ‘interior’) or through automated procedures.
